Özet

Due to the rapid transformation of Istanbul in the last 20 years, the real estate and rent-oriented growth of Istanbul in this process, and the fact that approximately 60% of the building stock is not strong enough to withstand earthquakes, it has become inevitable for Istanbul to discuss the concept of urban transformation intensively. However, there are still significant deficiencies in the production of urban transformation and earthquake preparedness policies in Istanbul. Taking these findings into account, we need to set the agenda of the new period correctly. In particular, the expectation of an earthquake and the fact that the building stock is not sufficiently robust make it imperative to question what the prerequisites for disaster-oriented urban transformation planning should be. While the urban transformation works carried out in Istanbul in recent years have consisted of single projects implemented by the individual efforts of local governments, efforts to associate earthquake preparedness studies with urban planning have remained limited. In this process, the question 'What should urban transformation be? What should it include? What are the conditions and strategies specific to Istanbul?" and some conceptual confusion was experienced. This confusion will only disappear with practical examples in the process. All steps taken in this direction are valuable and should shed light and pioneer national policies. The aim of this paper is to assess the tools and feasibility of earthquake-focused urban regeneration impact projects and to formulate evidence-based urban regeneration policies for the future. The paper examines the key components of earthquake-oriented urban regeneration impact projects. The feasibility of the earthquake-oriented urban regeneration impact project is tested by SWOT analysis method on a sample area. The article emphasizes the importance of urban regeneration policies that will create earthquake-oriented solutions and impact and provides evidence for urban regeneration debates with a pilot area test.
