Istanbul, the biggest city in Turkey and sixth most-populated city in the World, has been dealing with enormous traffic problems for over two decades. Studies and projects are continuously developed but these efforts have either been temporary solutions or not been adequate in order to solve the problem because of numerous reasons such as unplanned expansion, increasing number of population, etc ... In this paper, a number of solutions have been developed and evaluated using a special type of a multi-criteria decision making method: Analytical Hierarchy Process, Rating Method. This method is widely used in especially group decision making especially in public decisions.
