Developing of participation policies for urban areas is generally taken place in developed countries.There aren’t enough participation policies for urban areas in developing and least developedcountries. Especially 20th century and at the beginning of 21st century have been an urban decayera for these countries. Growing population, neoliberalism effects, government policies, profit of public&private sector, natural disasters are the major reason for this decay. Moreover, the inhabitants of these areas are left out from transformation process so they are in pressure to migrate from their areas. This study aims to develop a new model for these areas to protect and sustain their natural and cultural values.
