AN INITIATIVE TO CREATE A GUIDELINE FOR SANITATION AND CARE OF PEOPLE’S HOUSES OF THE SINGLE PARTY GOVERNMENT IN TURKEY
As a result of the issues identified during domestic trips after the experience of Free Republican Party and decisions reached at the 1931 Party Congress, some fundamental changes were made to the CHP organizational structure. Bureaus established within the organizational structure of the party. The inspection system was made functional. Through the issued inspection instructions and the assigned inspectors, local and public opinion as well as parliamentarians were tried to be kept under control. CHP used this system not only to increase the control and influence of the State over society but also to meet people's needs. This inspection and control efforts of the party also appeared in People's Houses and People's Rooms. In this process, the CHP was closely concerned with everything from how to protect the items in People's Houses to the sanitation of these buildings. These efforts resulted in the preparation of a sanitation guideline for People's Houses in 1944. Among various reasons for the preparation of this guideline were to create a clean and civilized society, to provide people with a well-kept and neat environment for their cultural activities and thereby to attract the public’s attention and sympathy towards the Party.
