Natural and manmade disasters have been increasing as time goes by and cause important losses. Building a good collaboration mechanism have critical importance to manage emergency tasks. Applying Geographical Information Systems (GIS) functionality provides a powerful decision support in disaster and emergency management. For flood and landslide, a scenario-based activity matrix with required data was prepared according to user needs at the different phases of disaster management. Geo-data model titled as "ADYS- Emergency Management System" was developed as a new approach in Turkey. ADYS toolbox as an open software using open data was developed for landslide and flood disasters. Some case studies were produced to use geo-data interoperable and corporately in disaster management activities. Example geo-data sets were produced, depending on ADYS geo-data model. ADYS toolbox was used to produce hazard and risk map of landslide activities.
